Release 2.3 is a maintenance to Release 2.2, and there are
no new features only bug fixes.

CARE C097555 - 	REFER with Replaces does not contain escaped reserved 
		characters in Refer-To header.
CSCdw02828  -	Includes the CARE case plus the handling of a NOTIFY 
		with Event: refer;cseq=xxx (refer-02 change)

CSCdw00532  -	Route header not formed properly when transport=tls
		is used in the Record-Route header.

CSCdw05777  - 	Reception of a NOTIFY with 1xx provisonal Content
		causes the NOTIFY with final response to be ignored,
		thus leaving the initial call up instead of torn down.

CSCdv86186  - 	MGCP IAD response to a hold with valid SDP cuases one-way RTP.
